Permit & Plat Checklist
All relevant information is required to be submitted at the time you file your application and construction plans. Only complete and legible applications will be accepted. All permits are submitted, reviewed and processed electronically through ePlans: ProjectDox Plan Review, our e-permitting system.
Activities requiring Engineering Permits:
1) Private development and re-development project that require filling/excavation, paving, grading or drainage improvements as part of the development plan.
2) Public development and re-development project that require filling/excavation, paving,grading or drainage improvements as part of the development plan.
3) Connection to public right-of-way and/or public drainage facilities.
4) Any project that requires removal, replacement, or maintenance of pavement markings, striping, signage and pavement rehabilitation.
5) Culvert, irrigation connections to an Acme Improvement District canal.
6) All utility work within Acme Improvement District & Village of Wellington right-of-way.
PERMIT TYPE:
LAND DEVELOPMENT
* Applicable to all new development and re-development of sites, with the exception of Single-family homes in a previously approved subdivision that are less than 0.25 acres in area and rural equestrian lots with less than 20 percent lot fill, except for alterations to drainage features. Minor modifications to a drainage system can utilize an engineering permit, at the Village Engineer's discretion.

- Engineering Permit Application - $1,000.00 Permit Application Fee
- Engineer’s Cost Estimate - 4% Permit Fee (based on approved cost estimate)
- Construction Plans - Approved Site Plan

ENGINEERING (General Site Work)
* Applicable when connecting to Village of Wellington right-of-way (driveway, drainage), performing curb work, ADA, and other general site work to an existing facility. Not applicable to connecting to an ACME Improvement District Facility, a public works permit is required for connection to a ACME Improvement District Facility.
Required Documents:
- Engineering Permit Application - $50.00 Permit Application Fee
- Engineer’s Cost Estimate - 4% Permit Fee (based on approved cost estimate)
- Construction Plans - Approved Site Plan

FILL
* Applicable to sites requiring the filling or excavation of earth (including lakes, swales, berms and general site grading) with no additional buildings (or other erect structures) or drainage features (including inlets, culverts and control structures).
Required Documents:
- Engineering Permit Application - $50.00 Permit Application Fee
- Engineer’s Cost Estimate - 4% Permit Fee (based on approved cost estimate)
- Construction Plans - Approved Site Plan

PUBLIC WORKS
* Applicable when connecting to one of the Village of Wellington canals for irrigation or drainage purposes.
Required Documents:
- Engineering Permit Application - $50 Permit Application Fee
- Engineer’s Cost Estimate - 4% Permit Fee (based on approved cost estimate)
- Construction Plans - Approved Site Plan

OVERLAY/STRIPING/SEALCOAT
* Applicable to asphalt resurfacing and re-striping for existing private roadways and commercial plazas.
Required Documents:
- Engineering Permit Application - $50.00 Permit Application Fee
- Engineer’s Cost Estimate - 4% Permit Fee (based on construction cost)
- Pavement & Marking Plan - Approved Site Plan
- Aerial highlighting and detailing scope of work
Permit expiration: 6 months

ROAD CLOSURE
* Applicable for all temporary construction related road closures.
Required Documents:
- Engineering Permit Application - Traffic Control Plan (prepared by Certified Professional)
- $50 Application fee (paid online) - Location Map
- Letter stating the proposed dates of closure - Maintenance of Traffic Plan (MOT)
Permit expiration: 6 months

ARTIFICIAL TURF
* Applicable when installing artificial or synthetic turf made to replicate the appearance of live organic/natural turf, grass, sod or lawn.
Required Documents:
- Engineering Permit Application - $50.00 Application fee (paid online)
- Engineer's Cost Estimate - 4% Permit Fee (based on total cost of labor/material)
- Turf Manufacturer Specifications
- Survey showing areas of proposed work along with dimensions and elevations

PRIVATE/FRANCHISE UTILITY
* Applicable for all franchise utility providers of telecommunications, electric power and utility work (AT&T, COMCAST, FPL, FPU, etc.).
Required Documents:
- Engineering Permit Application - Utility Permit Conditions form
- Notification Letters - Construction Plans

PLAT
* Applicable for all division of land into two or more lots, tracts, or parcels or transfer of ownership by sale or other means.).
Required Documents:
- Plat Application - Approved Site Plan
- $2,000.00 Plat Application fee (paid online) - $2,500 Surveyor’s review fee (paid by check)
- Construction Plans - Topographical Certified Survey (dated within 1 year)
- Authorized Agent Form - Association Document Checklist
- Preliminary Plat - Party Wall Agreement (if no HOA, but Party Wall exists)

CERTIFIED BOUNDARY SURVEY
* Applicable when building any structures on an unplatted or unrecorded lot.
Required Documents:
- Certified Boundary Survey Application - Surveyor’s Affidavit
- $2,000.00 CBS Application fee (paid online) - $1,500 Surveyor review fee (paid by check)
- Certified Boundary Survey (No topographical information)

PLAN REQUIREMENTS:
Plans must show the following when applicable:
- Existing & proposed elevations
- Flow arrows
- Best Management Practice setbacks
- Manure Bin must be labeled covered
- Cross-sections at all property lines
- Storm/Drainage Calculations
- Stormwater Pollution Prevention Plan
- Lighting Plans

PREREQUISITE APPROVALS:
Applicant(s) must verify that requirements are met with other governmental engineering agencies such as:
- Army Corps of Engineers
- Palm Beach County Fire Marshall
- Florida Department of Environmental Protection
- Florida Department of Transportation
- Lake Worth Drainage District
- South Florida Water Management District

PERMIT CLOSEOUT DOCUMENTS:
Closeout documents are to be submitted electronically for review and approval, prior to scheduling a final inspection.
- Final As-built Survey
- Final Invoices for all site work
- Engineer’s Certification
- Density Testing Reports
- NPDES Notice of Termination

LEGAL DOCUMENTS & REQUIREMENTS:
RESTRICTIVE COVENANT:
• Must be executed and notarized exactly how title is held
• Must be executed and notarized prior to Consent & Joinder (if applicable)
• Exhibit A - Sketch & Legal description
• Exhibit B & C - letter size (8.5 x 11) set of final as-builts approved by the Village of Wellington
OPINION OF TITLE:
Must state the following:
• Title Company/Attorney has reviewed title to the property as of (DATE)
• The current title holder of the property. Fee simple title to the property is vested in (LIST OWNER OF PROPERTY) by deed recorded at (O.R. BOOK AND PAGE)
CONSENT & JOINDER (if applicable):
• Required for each Mortgagee/Lienholder (lending entity who holds liens/mortgages).
• Grantor(s) will be the title holder(s) name(s) exactly as it appears on the Opinion of Title.
• Mortgagee/Lienholder (lending entity who holds liens/mortgages) must execute under the Mortgagee signature block.
• Must be executed and notarized after Restrictive Covenant or Grant of Easement has been executed and notarized.
GRANT OF EASEMENT:
• Must be executed and notarized exactly how title is held.
• Exhibit A - Sketch & Legal description
UNITY OF TITLE:
Must provide approval, when applicable, from the Village of Wellington Planning & Zoning Department.
