Boys and Girls Club Covered Space-Environmental Assessment Determinations
On or about March 21, 2023, the Village of Wellington will submit a request to the Florida Department of Economic Opportunity for the release of Community Development Block Grant CARES (CDBG-CV) funds under Title 2, Code of Federal Regulations, part 200 and 24 C.F.R. §570 of the CARES-ACT, to undertake a project known as Wellington Boys and Girls Club Expansion for the purpose to expand the existing Boys and Girls Club facility located at 1080 Wellington Trace, Wellington, Florida 33414, by installing 2,900 Square Feet (SF) of covered patio in the amount of $130,288.00 CARES-ACT funding and additional local government funding of approximately $78,000.00.
FINDING OF NO SIGNIFICANT IMPACT
The Village of Wellington has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Village Hall at 12300 Forest Hill Blvd, Wellington FL 33414, and may be examined or copied weekdays 8:00A.M to 5:00P.M.

PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Wellington Planning and Zoning Division. All comments received by March 20, 2023, will be considered by the Village of Wellington prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The Village of Wellington certifies to the Florida Department of Economic Opportunity that Anne Gerwig, in her capacity as Mayor, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. State of Florida’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Village of Wellington to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
The Florida Department of Economic Opportunity will accept objections to its release of funds and the Village of Wellington’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Village of Wellington; (b) the Village of Wellington has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by Florida Department of Economic Opportunity; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Department of Economic Opportunity at 107 East Madison Street-MSC 400, Tallahassee, Florida 32399-6508. Potential objectors should contact Florida Department of Economic Opportunity to verify the actual last day of the objection period.
