SHIP Program Eligibility Requirements

Owner Occupied Housing Rehabilitation 

The applicant(s) must meet ALL of the following criteria:

  • Applicant(s) must own and occupy, as your primary residence, the property where the rehabilitation work is to take place and has lived there for a minimum of 18 months 
  • The property must be located within the Village limits of Wellington, Florida.
  • Applicant(s) will be ranked for assistance based on a first-qualified, first-served basis with priorities for Special Needs, Essential Services Personnel, and then income groups.
  • The property must be single-family, town homes or condominiums (No mobile homes) 
  • The property's maximum purchase/sales price cannot exceed $382,194.90.
  • Property must meet Village of Wellington minimum housing quality standards and be inspected and approved by the Planning, Zoning and Building Department (some repairs may be included in the assistance).
  • Household must be at or below 140% of the Palm Beach County Area Median Income Limits.                         

Emergency Replacement Program

The applicant(s) must meet ALL of the following criteria: 

  • Applicant(s) must own and occupy, as your primary residence.
  • The property must be located within the Village limits of Wellington, Florida.
  • Replacement and/or repair costs must be estimated to be a minimum of $2,000.00. Applicants must present a quote from a licensed vendor or contractor/subcontractor in order to receive assistance.
  • Vendors must be E-Verify enrolled and shall register with the Village of Wellington Finance Department before commencing work.
  • In the event a quote is not available, the SHIP admin may request for an inspection after applicant is approved for the program.
  • Eligible applicants may receive a maximum grant amount of $10,500. 
  • Applicant(s) will be ranked for assistance based on a first-qualified, first-served basis with priorities for Special Needs, Essential Services Personnel, and then income groups.
  • The property must be single-family, townhomes, or condominiums (No mobile homes) 
  • The property's maximum purchase/sales price cannot exceed $382,194.90.
  • Property must meet Village of Wellington minimum housing quality standards and be inspected and approved by the Planning, Zoning and Building Department (some repairs may be included in the assistance).
  • Household must be at or below 140% of the Palm Beach County Area Median Income Limits.                                                                    

Special Needs Rental Assistance Eligibility Requirements

In order to qualify to receive special needs rental assistance, the applicant(s) must meet ALL of the following criteria:

  • Assistance will be reserved exclusively for Special Needs applicants as defined by the Florida Statutes.
  • Assistance is utilized to prevent evictions. Eligible applicants may receive

    a maximum grant amount of $10,000, not to exceed 12-month period.

  • The applicant(s) must have an active lease for the housing unit signed by the landlord or property management company.

  • The property must be located within the Village limits of Wellington, Florida.

  • Applicant(s) will receive assistance based on a first-qualified, first-served basis.  

  • The property must be single-family, townhomes or condominiums (No mobile homes) 
  • Household must be at or below 140% of the Palm Beach County Area Median Income Limits.                                                                                 

Special Needs Security and/or Utility Deposit Assistance Eligibility Requirements


In order to qualify to receive special needs security and/or Utility Deposit  assistance, the applicant(s) must meet ALL of the following criteria:

  • Assistance will be reserved exclusively for Special Needs applicants as defined by the Florida Statutes.

  • The property must be located within the Village limits of Wellington, Florida.

  • Applicant(s) will receive assistance based on a first-qualified, first-served basis.  

  • In the case if an eligible prospective tenant lives out of Wellington’s jurisdiction, then assistance will be given when staff determines the location of the rental property is within Wellington’s jurisdiction in order to receive financial assistance.

  • The property must be single-family, townhomes or condominiums (No mobile homes) 
  • Household must be at or below 140% of the Palm Beach County Area Median Income Limits.
