SHIP Program Eligibility Requirements
Owner Occupied Housing Rehabilitation
The applicant(s) must meet ALL of the following criteria:
- Applicant(s) must own and occupy, as your primary residence, the property where the rehabilitation work is to take place and have lived there for a minimum of 18 months before applying for the grant
- The property's assessed value cannot exceed $568,557
- The Housing Unit must be located within the municipal boundaries of Wellington as defined on the Property Appraiser's website.
- Applicant(s) will be ranked for assistance based on a first-qualified, first-served basis with priorities for Special Needs, Essential Services Personnel, and then income groups.
- Applicant(s) must not have any rental properties or have co-ownership in any rental properties.
- The property must be single-family, townhomes or condominiums (No mobile homes)
- Applicant(s) who have a claim pending or litigation pending for repairs contemplated by this loan is ineligible.
- Applicant(s) must close any open permits or code violations on the property before applying unless the repair is intended to correct the code violation or open permit.
- Be current on all existing mortgage(s) and tax assessments. If the mortgage is in forbearance, the applicant is ineligible.
- If a business is registered to the home address, the business must be registered with Wellington’s Business Tax Office.
- Property must meet the Village of Wellington minimum housing quality standards and be inspected and approved by the Planning, Zoning, and Building Department (some repairs may be included in the assistance).
- Household must be at or below 120% of the Palm Beach County Area Median Income Limits.
- Keep in mind that this income calculation comes from the anticipated income for the next 12 months. This income includes earned, unearned, and asset income.

- Replacement and/or repair costs must be estimated to be a minimum of $2,000.00. The quotes must be similar in items and not vary on quantities. Applicants must present a quote from a licensed vendor or contractor/subcontractor in order to receive assistance.
- Vendors must be E-Verify enrolled and shall register with the Village of Wellington Finance Department before commencing work.
- In the event a quote is not available, the SHIP admin may request for an inspection after applicant is approved for the program.
- Eligible applicants may receive a maximum grant amount of $15,000.
- Household must be at or below 120% of the Palm Beach County Area Median Income Limits.
