ManagerPaul Schofield

The Manager is Paul Schofield. Mr. Schofield has been married for 35 years and has a son working in the Palm Beach County Sheriff's Office as a Deputy. He previously served as Wellington’s Director of Community Services and now, as the Manager, is responsible for running the day-to-day operations for Wellington. He has a Bachelor's Degree in Business Administration and has worked in the private sector and other various segments of government.

My name is John Bonde. My wife Nancy and I live in Wellington. While we are "empty nesters", we continue to enjoy all of the services, shopping and activities that are afforded to all residents. I personally believe in individual responsibility. As the Deputy Manager, I try to instill the same values in our employees. I also understand that public service is an awesome responsibility. My primary responsibility is to provide accurate, fair, efficient and timely services to the citizens of Wellington.

ManagerFrancine L. Ramaglia, CPA

Francine Ramaglia is currently the Assistant Manager for Wellington, Florida, where she has been employed since 1994. She joined the organization when offered the unique opportunity to incorporate a new city in Palm Beach County, Florida. Currently, her primary responsibilities include Strategic Planning, Economic Development, Community Services, Technology, Communications, Human Resources and Financial and Administrative Services. Ms. Ramaglia has over 25 years’ experience in all areas of local government which began with her internship at the City of Fort Lauderdale, Florida, while still in college. Her career also includes a broad array of experience in both the private and public sector. Prior to joining Wellington, she was a Senior Manager with KPMG, an international accounting and consulting firm. Ms. Ramaglia received a B.S. in Business Administration from Florida Atlantic University and is a licensed Certified Public Accountant (CPA) in Florida. She is also an International City/County Management Association credentialed manager (ICMA-CM).
 
Ms. Ramaglia is a frequent speaker who has presented ideas on good governance at a wide variety of national conferences including ICMA, GFOA (Government Finance Officers Association), TLG/AFI (Transforming Local Government/Alliance for Innovation), and APA (American Planning Association). She has also participated in a number of other forums at the state, local and regional levels, sharing the story of Wellington.
 
She currently serves as a member of the GFOA Economic Development and Capital Planning Committee, the Advisory Board of the Florida League of Cities Municipal Investment Trust and the Florida League of Cities Intergovernmental Relations Committee. Ms. Ramaglia is also involved in a number of other civic, professional and public interest organizations. She has been a resident of Wellington, Florida for most of her life.

Director of OperationsJim Barnes

Jim Barnes is the Director of Operations for Wellington. He joined the staff as Assistant Director of Community Services, served as Deputy Director of Environmental and Engineering Services, Parks and Recreation Director and Deputy Director of Operations. He was appointed to his current post in February of 2009. Prior to joining Wellington, Mr. Barnes was employed by Palm Beach County in the Facilities Development & Operations Department. In his tenure there, he was involved in all aspects of facilities planning, design and construction. Mr. Barnes previously worked as environmental and urban planner in both the public and private sector. His planning experience includes the preparation of local government comprehensive plans, environmental impact statements, and the planning, design and permitting of private land development projects.

Barnes earned a Bachelor of Arts in Geography and is a certified planner by the American Institute of Certified Planners.
