UTILITIES

Communications and Technology
  1. Project 201709 – Tropos Backhaul Radio Replacement

         The project includes the replacement of the remote telemetry system backhaul radios. Design is complete and bids have been received.  The low bid was received by MCIS in the amount of $120,770 which is below the established budget for the project.  Council approved the project on December 11th.  A pre-work meeting and a Notice to Proceed will occur on December 15th

  2. Project 201841 – Tropos Mesh Router Replacement – NO CHANGE THIS REPORT

    The project includes a full replacement of the Tropos mesh router system.  Council approved design contract with Hillers Electrical.  Notice to Proceed has been issued and a pre-design meeting occurred.  Design completion is anticipated to occur by February 2018.

  3. Project 201840 – Scada Replacement at Water/Wastewater Plants – NO CHANGE THIS REPORT

    The project includes full replacement of the supervisory control and data acquisition control programs used to monitor and operate the treatment plants.  Programming for the WRF is approximately 50% complete.  Programming for the WTP is approximately 15% complete.  Final completion is anticipated to be in March of 2018.

General Facilities Improvements

  1. Project 201842 – Utility Centralized Warehouse – NO CHANGE THIS REPORT

    An RFQ for a Construction Manager/Architect/Engineer is being developed.  A Construction Manager at Risk Contract will be used.  Advertisement is planned for January 2018. 

  2. Project 201843 – Field Services Building Modification – NO CHANGE THIS REPORT

    An RFQ for a Construction Manager/Architect/Engineer is being developed.  A Construction Manager at Risk Contract will be used.  Advertisement is planned for January 2018.

Water Supply Improvements

  1. Project 201846 – Wellfield Rehabilitation

    The project includes the rehabilitation of four (4) existing surficial aquifier supply wells.  The contractor mobilized on Well 18, located off 50th Street.  The well has been pump tested and evaluated for sand production.  The data is under evaluation to determine whether the Well should be placed back in service or abandoned.  The Well is approximately 30 years old.  The contractor has mobilized to Well 10.  A construction progress meeting will be held on December 14th.  Recommendations on Well 18 will be evaluated. 

  2. Comprehensive Water Supply Plan – NO CHANGE THIS REPORT

    Authorization to Proceed has not been issued. 

  3. Consumptive Use Permit Modeling/Modification – NO CHANGE THIS REPORT

    Council has approved the development of the Modflow model.  The consultant is currently  updating the regional groundwater model and beginning to add the data specific to Wellington.  Development of the model is approximately 30% complete.  Completion is scheduled for March of 2018. 

Water Treatment
  1. Project 201702 – Water Treatment Plant Renewal and Replacement/Expansion

    The project includes significant renewal and replacement work on RO1 Plant and expansion of the RO2 Plant.  The plans have been submitted to the Building Department and a Pre-Bid coordination meeting was held with Purchasing.  All Regulatory Permits have been obtained.  Consultant is making final revisions to the plans in anticipation of bidding in January 2018. 

  2. Lime Plant Aerator Replacement – NO CHANGE THIS REPORT.

    The project includes the replacement of the Lime Plant Aerator.  All work has been completed and the plant is back in operation.  A Certificate of Substantial Completion was issued for November 17th.  The Contractor has completed punch list items.  A Certificate of Final Completion will be issued once Release of Liens is received. 

Water Storage and Re-Pump Facilities
  1. Project 201031 – Booster Station Condition Assessment

    This project is scheduled to go to Council in January 2018. 

  2. Project 201711 – Lime Plant Replacement Master Plan – NO CHANGE THIS REPORT

    This project is on hold pending development of 2030 population and future demand projections which is a task under the Water Reclamation Facility Master Plan. 

  3. Water Storage Tank Repairs

    The project includes minor repairs to four of the existing water storage tanks.  Booster Station No. 1 tank repairs are complete.  Onsite ground storage tank 1 is pending due to additional work necessary to meet OSHA standards.  A PO has been issued and the contractor has mobilized.  Construction on storage tank 2 is complete.  Mobilization on storage tank 3 will occur in January 2018. 

Water Distribution and Transmission System
  1. Project 201717 – SE Lake Wellington Area Condition Assessment – NO CHANGE THIS REPORT.

    The project includes an engineering condition assessment of the existing watermains in the SE Lake Wellington area and surrounding Wellington Trace.  A meeting to review the final recommendations occurred on November 30th.  Ten (10) improvement zones were identified.  Preliminary recommendations are to prioritize watermain replacement in Park Place and Hanover East.  A final report, which will include recommendations and costs, is anticipated to be complete the last week in February 2018.  The date was extended as the results of the Sugar Pond Manor Assessment will be combined into one report. 

  2. Project 201712 – Sugar Pond Manor – NO CHANGE THIS REPORT.

    The project includes an engineering condition assessment of the existing watermains in the Sugar Pond Manor area near Wellington Trace and Greenview Shores.  All fieldwork is complete.  A meeting to discuss preliminary findings is scheduled for January11, 2018.

  3. Phase I Watermain – Village Royale

    The project includes the installation of a new watermain along the C-8 canal to serve the Village Royale development on Southern Boulevard and 441.  The infrastructure is being installed by the developer and will be turned over to the Village upon completion.  This project is within Royal Palm Beach Municipal boundary but within Wellington’s Utility service area.  Construction will commence the first of the year. 

  4. Project 201710 – Water Distribution Hydraulic Mode – NO CHANGE THIS REPORT

    The project includes the development of a hydraulic model of the water distribution system.  Development of the system map is approximately 100% complete.  Consultant currently calibrating model and will begin running different modeling scenarios.

Gravity Wastewater Collection System
  1. Project 201717 – SE Lake Wellington Area Condition Assessment – NO CHANGE THIS REPORT.

    The project includes an engineering condition assessment of the existing gravity mains in the SE Lake Wellington area and surrounding Wellington Trace.  A meeting to review the final recommendations occurred on November 30th.  Ten (10) improvement zones were identified.  Preliminary recommendations are to prioritize sewer lining/replacement in Park Place and Hanover East.  A final report, which will include final recommendations and costs, is anticipated to be complete the last week in February 2018.  The date was extended, as the results of the Sugar Pond Manor Assessment will be combined into one report. 

  2. Project 201712 – Sugar Pond Manor – NO CHANGE THIS REPORT.

    The project includes an engineering condition assessment of the existing gravity mains in the Sugar Pond Manor area near Wellington Trace and Greenview Shores.  All fieldwork is complete.  A meeting to discuss preliminary findings is scheduled for January 11, 2018. 

Forcemain Wastewater System
  1. Project 201713 – Wastewater Forcemain Hydraulic Model

    The project includes the development of a hydraulic model of the forcemain system.  Development of the system map is approximately 98% complete. 

  2. Project 201715 – System Wide Lift Station Condition Assessment

    The project includes an engineering condition assessment of all existing wastewater lift stations.  Field investigations are approximately 100% complete.  A meeting to discuss preliminary recommendations will occur on December 7th.   The final report is anticipated the end of February 2018.

  3. Project 201849 – Southshore Forcemain Replacement

    The project includes a preliminary engineering analysis to determine routing and project costs for the replacement/upsizing of the existing forcemain on Southshore Boulevard from Forest Hill to Pierson Road.  A portion of Pierson Road is also included.  Preliminary route evaluations were discussed on December 7th.  A joint meeting with Engineering will be held in January 2018 tgo discuss traffic/pedestrian impacts of the various options. 

  4. Project 201850 – Lift Stations 5, 39, 41, 44, 74 and 85

    Council authorized design on October 24th.  A design kick-off meeting was held on December 7th.  Surveying of the sites commenced this week.   

  5. Phase I Forcemain – Village Royale – NO CHANGE THIS REPORT.

    The project includes the installation of new forcemain along the C-8 Canal to serve the Village Royale development on Southern Boulevard and 441.  The infrastructure is being installed by the developer and will be turned over to the Village upon completion.  The value of the work is approximately $1 million.  This project is within Royal Palm Beach Municipal boundary but within Wellington’s Utility Service area.  Construction has not yet commenced. 

Water Reclamation Facility
  1. Project 201721 – Water Reclamation Facility Renewal and Replacement/Expansion – NO CHANGE THIS REPORT.

    The project includes an expansion of the blowers, digesters, reuse system and operations building along with significant renewal and replacement of existing facilities.  Design is 75% complete.  A site walk thru to review the plans with the Engineer of Record is scheduled for December 21st

  2. Project 201721 – Water Reclamation Headworks Repair

    Council approved repair of the headworks on October 24th.  A Notice to Proceed was issued to Wharton Smith on October 25th.  The contractor has mobilized and work has commenced.  The work is complete except for minor punch list items.  The plant is back in normal operation and the reuse system is back in operation.  The contractor has begun mobilizing from the site. 

Reuse System
  1. Peaceful Waters Ecological Master Plan – NO CHANGE THIS REPORT

    The project has not commenced. 

  2. Peaceful Waters Boardwalk Replacement – NO CHANGE THIS REPORT.

    An internal kick-off meeting has occurred and preliminary plan layout is in process.  The design work will be completed by Utility Engineering staff. 

  3. Reuse System Master Plan – NO CHANGE THIS REPORT

    Hazen and Sawyer is currently preparing a scope of work for the project.  

ENGINEERING  

Village Capital Projects

  1.  Pierson Road Bridle Trail – Between Southfields and Santa Barbara – NO CHANGE THIS REPORT.
    The Engineering Department has commenced with the design and construction documents.  The project will improve the roadway clear zone recovery area of the Pierson Road bridle path between Southfield Road and Santa Barbara Drive.
  2. South Shore Boulevard/Pierson Road Intersection Improvements – NO CHANGE THIS REPORT.
    Mock Roos has completed and submitted the final document for the project study.    The project has been placed on hold as we are waiting for the developer’s input for the project.

  3. Scott’s Place – Lighting and Shade Improvements
    The electrical conduit has been installed and the light poles and fixtures (two vendors) are scheduled to be shipped on December 22nd.  The electrical construction will be finalized in January 2018. 
    The shop drawings have been approved and the fabrication of the structural members is continuing.  We are working with the shade structure contractor to commence work by December 18th

  4. Big Blue Trace/Barberry (Turn Lane Improvements) – NO CHANGE THIS REPORT.
    The project also includes the roadway improvements near Wellington Elementary School to improve the drop off issue that currently exists in the Big Blue Trace right-of-way.This construction will be completed with the turn lane improvements project.
    Construction of this project is anticipated to commence in June 2018 after school is out for the summer. 

  5. Forest Hill Boulevard/C-8 Canal Improvements – NO CHANGE THIS REPORT
    Construction is anticipated to commence in March 2018.  

  6. Dorchester Park Observation Platform – NO CHANGE THIS REPORT

    The project design is complete.  On September 12th, Council awarded the contract to West Construction in the amount of $298,217.50.  Construction is anticipated to commence in January 2018.    

  7. Binks Forest Multi-Use Trail Project

    Council approved the consulting engineering work order at the July 11th Council meeting.  A “LAP” funding meeting occurred on November 6th as we are now LAP certified for this project.  

  8. Brown Trail Expansion (C-11/C-15 Canal Improvements

    The project design is complete. The project went out to bid on November 5th. Bids were received on December 13th.  Centerline Construction is the apparent low bidder. The project will be presented to Council at a meeting in the near future.    

  9. Little Ranches Bridge
    Council approved the work order with Kimley Horn at the November 14th meeting.  Kimley-Horn has commenced with the design of the project.  A coordination meeting was held with AT&T, SFWMD and VOW on December 11th.  It appears that it will take AT&T 3 to 5 years to be able to relocate their facilities as the major trunk line feeds most of Wellington. 

  10. Village Park Baseball Field Drainage Improvements – NO CHANGE THIS REPORT.

    The survey and design is complete. The estimated cost for the project is $59,415.00 and will be presented to Council at the January 9, 2018 meeting. 

  11. Patriot Memorial Trellis Repair – NO CHANGE THIS REPORT.

    Staff is currently obtaining quotations for the purchase and installation of the replacement wood members (using red cedar).  

  12. Saddle Trail Swale Project – NO CHANGE THIS REPORT.

    The survey and design is currently underway.

  13. Pump Station #2 Hardening – NO CHANGE THIS REPORT.

    The Mock Roos work order is anticipated to be presented to Council at the January 9,2018 meeting. 

  14. Greenbriar Park – NO CHANGE THIS REPORT.
    The Engineering Department is currently finalizing the master plan for the project.

  15. South Shore Park – NO CHANGE THIS REPORT

Permitted Projects

  1. 40th Street Improvements – NO CHANGE THIS REPORT.
  • The roadway is open to the traveling public.
  • The contractor has commenced with the repairs of the canal earthwork and should continue with the remaining punch list items.
